How can the risks be mitigated?

Opportunities to earn a living e.g. from tourists conducting lava tours, sulphur mining.  Tapping on geothermal power.
Of course for most the fertile volcanic soil would encourage cultivation and provide them with the means as they would lack the skills to move to the city for other work.
They are also reluctant to leave their village as their friends and family are there.
